Lead Based Paint

In FY03 the Hoopa Valley Tribe, Tribal Environmental Protection Program (TEPA), entered into a grant agreement with the U.S. Environmental Protection Agency related to the support of baseline assessments of existing exposure and risks of lead poisoning involving children within the Hoopa Valley Indian Reservation.

Background

The Hoopa Valley Tribe upon transfer of former Bureau of Indian Affairs property in 1987 took ownership of 42 housing units which are suspected of containing lead-based paint. In addition, the Tribe maintains and operates 120 low-income rental units from the U.S. Department of Housing and Urban Development and 12 single family units obtained from land acquisition projects. With the exception of the HUD low-income rentals, compliance with the Title X disclosure requirements has been slow in implementation and assessments/inspections have not been fully conducted.

In addition to the housing units under Tribal control listed above, the Hoopa Valley Indian Reservation includes a total of 1,001 housing units according to the 2000 Census. The following profile represents the housing stock and selected characteristics of the Reservation:

The grant agreement will assist the Hoopa Valley Tribe in the development, implementation and administration of a comprehensive approach in completing a baseline assessment involving children on the Hoopa Valley Indian Reservation which may be susceptible to lead-based paint poisoning. The following major categories will be completed within the twelve month period of the grant:

  • Conduct Inspections and Risk Assessments (lead base paint testing).
  • Community Outreach in partnership with K’ima:w Medical Center.
  • Staff Training.
  • Grant management.
