2002 Chairman's Report Summary

January 2002

• Introduced and hired Danielle Vigil-Masten, Hoopa Tribal Member as my Administrative Assistant. She worked for the National Congress of American Indians as a Legislative Assistant to the President.
• Worked with the Humboldt County Library, Archives, Fiscal and Education on problems with their budget.
• Met with staff and Administration regarding new job duties, goals and objectives.
• Received a I.H.S. grant for PUD
• Hired Jackie Hostler as the Batch and Aggregate Business Consultant
• Worked with Forestry, Fisheries, HFI, TEPA, on laying out the Timber Sale for 2002
BIA met with the Hoopa Tribe on the BITEAM proposal
• Book Dedication Clark Museum
• Department of Interior in Sacramento. Informed the Tribe of Records Management and BIA restructure
Met with the K’ima:w Board on the changes to the K’ima:w Bylaws.
• January 16-17, 2002 on Trust Reform with Bill Roseruis (NCAI Tribal Leaders Caucus. San Diego, California).
• January 18, 2002 Self Governance meeting in San Diego California. Hoopa distributed its Plan on Trust Reform to 200 Tribal Leaders.
AmeriCorps did a presentation to the Council
• Attended the KTUSD board meeting at HHS
• January 29-31, 2002 the Hoopa Fire Department trained the Rocky Boy’s Fire Crew on contracting and reimbursement fiscal procedures.
Lucky Bear Casino Audit
• Hired Angela Higley, as the Chief Fiscal Accountant
• Worked with Angela Higley on (I.H.S. Compact and identified How much money was in the Black Hole)
• Met with the Shasta Dam, Bureau of Reclamation in Redding
• Conference with the Head Start Bureau regarding the funding of the Education Building

• February 4-5, 2002 Inter Tribal Monitoring Association in Washington DC
• February 6, 2002 Testified at the House of Resources Committee
• Hired a Leonard Masten, as the Chief of Police
• Working Meeting with Roads
• Introduced the Candidate to the Council Carl Delgande, 5th District Supervisor
• Trained the BIA in Sacramento; Topic Self Governance
